Breaking the Formula Monopoly: Restoring Competition to Infant Nutrition

Published · Featuring McKenzie Richards of Cicero Institute

McKenzie Richards from the Cicero Institute discusses restoring competition in the infant formula market and solutions to current challenges in the industry.

McKenzie Richards of the Cicero Institute discusses critical issues surrounding infant nutrition, healthcare regulation, government intervention, and healthcare access in the latest episode of the Health Policy Podcast. The conversation highlights the need for competition in the infant formula market and the implications of current policies.

WASHINGTON — August 18, 2026 — McKenzie Richards, a health policy fellow at the Cicero Institute, joined the Health Policy Podcast to discuss the challenges and solutions related to the infant formula market. The episode addresses the impact of government intervention on healthcare access and the importance of restoring competition in the infant nutrition sector.

Richards emphasizes that the consolidation of infant formula manufacturers has led to significant challenges in ensuring safe and accessible options for families. "When you have less competition and more consolidation, many, many other problems begin to pop up in those markets," she said. The episode also highlights the 2022 infant formula shortage, which exposed vulnerabilities in the supply chain and the reliance on a few major manufacturers.

Richards points out that 40% of all infants in the United States are covered by the Women, Infants, and Children (WIC) program, making them particularly vulnerable during supply disruptions. "That's 40% of the people with infants in a geographic region who are not able to get access to those formulas if something happens to the manufacturing plant," she explained. She advocates for policy changes, including alternative cost containment programs, to improve competition and access to safe infant nutrition.

The Cicero Institute is a nonprofit organization focused on advancing public policy solutions that promote free markets and improve the quality of life for all Americans.
